TO WHOM IT MAY CONCERN
A. According to the letter of the Governor of Bali dated on 11 October 2005, I would like to inform that on March 30th, 2006 there will be a celebration of Absolute Day or Icaka New Year 1928 in Bali. In regard with this celebration, it is strictly prohibited to conduct the following activities:
No light may be lit.
No work may be done
No travel may be carried out and
No amusement ma be made
B. This Holiday celebration will starts from 06.00 am on March 30th until 06.00 am on March 31st, 2006.
C. For Government Institutions and private sectors, whose officials will be on duty in this day, should get them ready at their working places one day before celebration.
D. The flight operation of Ngurah Rai Airport on that day can be explained as below.
a) Domestic and International Flights.
- Flight with last destination and first departure from Ngurah Rai Airport will not be on operation.
- Embarkation will be allowed for transit flights only, and no embarkation is allowed for passenger with last destination to Denpasar or depart from Denpasar.
b) Over Fly, Technical Landing, and Emergency Landing (including Medical Evacuation)
- During the holiday celebration, it will only be allowed for Over fly, Technical Landing and Emergency Landing (Including Medical Evacuation)
- Technical Landing, aircraft’s crews and passenger in particular, are obliged to stay at the airport territory during the celebration (24 hours).
c) For Tour Operators in particular, who are promoting their tours packages, could explain the meaning and the function of “Icaka New Year1928” to foreigners in order to avoid misleading information about the basic philosophy of the holiday celebration itself.
E. All entry to Bali via sea-ports will be closed during the celebration.
F. Customary dispensations which is issued by the traditional villages, will be given to those carrying the sick, women giving birth to a child or to those who are in hazard condition.
